Policy Model in Non-Governmental School System

Purpose: The lack of agility in the structure of non-governmental schools has led the researcher to find a practical model for non-governmental schools, and the analysis of the policy system of non-governmental schools should be comprehensive and comprehensive according to Article 110 of the Constitution. The main purpose of this research is to provide a model for policy-making in the non-governmental school system. Methodology: Based on the literature and research background, 17 influential factors are identified and mixed with survey and theme analysis; In the qualitative part, the semantic pattern was discovered and analyzed with RQDA qualitative analysis software, and in the quantitative part, the interpretive structural modeling (ISM) method was used to determine the relationships. Statistical Society; In the qualitative section, 20 people (policy experts, professors and top managers) were interviewed with semi-structured interviews and a small number of 1140 schools from three provinces of Khorasan were conducted by simple random sampling with proof of validity and reliability. Findings: Outcome of factors affecting policy based on fuzzy numerical average are: investment 0.72 Government aid 0.87 Managers 0.74 Teachers 0.73 Executive agents 0.75 Educational equipment 0.81 Government-approved laws 0.89 Banking system 0.88 Tax And insurance 0.73 Municipal, housing and urban organizations 0.33 members of the community 0.65 Participation experts 0.8 Farhangian University training 0.8 Coordination council 0.81 Specialized founders 0.78 Special schools 0.78 Supervisory council 0.88 which as municipal and housing organizations 0.33 members of the community 65 / 0 was lower than the average, which was rejected and the rest was accepted. Strategies at the first level (managers, executives and teachers) are the most effective and the sixth level (government laws) is the most effective. Concolotion: Based on research findingspay attention to 15 other factors that have a great impact on policy making.
